California DPR Increases Pesticide Registration/Renewal Fees & Revises Forms (October 2015)

UPDATE:

The Department of Pesticide Regulation announced an increase in registration fees and a change in application forms effective October 1, 2015. DPR states that these changes will support current and future business functions of the new electronic Pesticide Registration Data Management System (PRDMS) that was announced earlier this month. PRDMS is set to take the place of the current paper-based pesticide registration, renewal, and amendment process.

Beginning October 1, 2015 the application fee for each new pesticide product submitted for registration has been raised from $750 to $1,150.

Additionally, the application fee for each amendment to a currently registered pesticide product decreases from $100 to $25. Previously the application fee for an amendment to a currently registered pesticide product was only required when the label amendment must be supported by scientific data. Now a $25 application fee will be required for all pesticide product amendments, including substantive and non-substantive label amendments, amendments to the formulation of the pesticide product, notifications of minor changes and label changes required by the U.S. Environmental Protection Agency or any other state or federal agency.

Certificates of Registration for currently registered products expire on December 31, 2015. DPR will be mailing out renewal forms to current registrants in October 2015. These renewal fees will be increased from $750 to $1,150 per product. Registrants may submit renewals without incurring a late fee until January 31, 2016. However, all application renewals postmarked February 1, 2016 or later will be charged a penalty fee of 20% (or $230 per product). These changes are reflected in the following application forms:

All revised forms can be found on the Pesticide Registration Branch Web site at http://www.cdpr.ca.gov/docs/registration/regforms.htm. All applications to register new pesticides, amend pesticides, or notify DPR of minor changes postmarked after October 1, 2015 should be on the new forms. A grace period will be allowed for applications to register new pesticide products or amend currently registered products that do not include the updated fee. However, if by March 31, 2016 submissions do not include the updated fee, then they will be sent back.

(Previous Information - April 2015)  California’s Department of Pesticide Regulation (DPR) announced that it will move forward with its proposal to increase fees for pesticide product registrations and renewals. The regulatory changes will increase DPR’s registration and renewal application fees to $1,150.

Additionally, DPR plans to establish a $25 application fee on all pesticide product amendments, including:

    ▲ Substantive label amendments
    ▲ Non-substantive label amendments    
    ▲
Label changes required by the U.S. EPA or other federal/state agencies
    Amendments to the formulation of the pesticide product
    ▲ Notifications.

In response to public comments, DPR will delay the effective date of the proposed fee increase from July 1, 2015 to October 1, 2015.
